Electronic Research Administration

Many federal and non-federal sponsoring agencies are implementing new electronic systems to submit proposals electronically, perform administrative tasks (i.e., request no-cost extensions) or submit progress reports. Below is a list of various agencies and their electronic research administration (eRA) requirements. Even if the sponsoring agency does not provide a process for obtaining institutional approval prior to electronic submission, it is the Principal Investigator's responsibility to obtain institutional approval on the UM Proposal Transmittal Form PRIOR to submitting the electronic application. A hard copy of the proposal, including all institutional forms (i.e. proposal transmittal, cost share form, F & A/ indirect/overhead waiver) should be submitted to Research Administration/RSMAS Sponsored Programs Team prior to electronic submission.
NIH will transition to the SF424 family of forms and electronic submission through Grants.gov, a web site that allows organizations and individuals to find and apply for grants electronically from all Federal grant-making agencies. Transition to electronic submission is being phased in by funding mechanism and the timeline is periodically revised.

The University of Miami has developed a Guide of requirements and procedures for submitting an application through Grants.gov.
PIs must have an eRA Commons account and updated profile to submit electronically through Grants.gov. To request an account, complete the New Account Form and submit it to Research Administration/RSMAS Sponsored Programs Team. Once approved, an e-mail will be sent from eRA Commons with instructions on how to activate the account.

NIH eRA Commons allows PIs to review the current status of their grant applications and view their summary statements. NIH has eliminated the mailing of paper summary statements. eRA Commons also allows PIs to electronically submit their SNAP progress reports. An eRA Commons account and updated profile is required to access NIH eRA Commons. To request an account, complete the New Account Form and submit it to Research Administration/RSMAS Sponsored Programs Team. Once approved, an e-mail will be sent from eRA Commons with instructions on how to activate the account. All electronic submissions, correspondence or requested documentation require the approval of the Authorized Official Representative (AOR) or Signing Official (SO). FastLane is an interactive real-time system used to conduct NSF business over the Internet. A demonstration site is available for the orientation of new FastLane users. You do not have to be registered with FastLane to use it. Simply click on the blue menu at the top of the page and you can simulate an actual proposal submission by clicking on Login by Proposal ID.
American Heart Association mandates that all applications be submitted electronically through the Electronic Submission Site. The application must be in pdf format. Word versions submitted electronically are not considered electronic submissions. Word or pdf versions submitted via e-mail are not considered electronic submissions.
To be considered for funding, candidates must submit electronically through proposalCENTRAL.

The U. S. Department of Education (ED) is transitioning to Grants.gov, a web site that allows organizations and individuals to find and apply for grants electronically from all Federal grant-making agencies. In addition, the Department has changed its policy and procedural requirements for permitting applicants under certain circumstances to submit paper applications for those competitions that otherwise require the electronic submission of applications through Grants.gov or e-Application. The application notice for each competition is the final authority for that competition and specifies whether electronic applications are mandatory or voluntary and whether applicants are to submit them through Grants.gov or ED's e-Application system. Individuals are required to register in order to use e-Center, the Department of Energy’s website for information on doing business with the Department of Energy, including viewing funding opportunities and proposal submission.

Beginning in January 2005 SYS-EYFUS transitioned to NSPIRES, which is now open for registration. NSPIRES is the NASA Solicitation and Proposal Integrated Review and Evaluation System. This web-based system supports the entire lifecycle of NASA research solicitation and awards, from the release of solicitation announcements through the peer review and selection process, to awards management and publication of research results.
