The Ministry of Health, through the National Council of Health and the National Commission on Research Ethics (Conselho Nacional de Saude/Comissao Nacional de Etica en Pesquisa) established comprehensive guidelines in 2003. These "Normas para pesquisa envolvendo seres humanos" ("Guidelines for research involving human subjects")address research with international sponsors, reproductive and genetic research and research with minorities and indigenous communities.
