A National Bioethics Commission was created by Presidential Decree in 1992. Subsequently, a Code of Conduct for health care workers was issued by the National Commission and the Secretary of Health.

A Patient’s Rights law exists from 2001. The General Law for Health Care Institutions, Article 98, created Ethical Review Committees for clinical trials.
